The purpose of setting up communication towers in rural areas as well as unserved, and underserved communities of Zambia was to provide equitable access to communication services, thereby bridging the digital divide and fostering inclusive development. The objectives included the following:

i. enhancing connectivity to facilitate economic growth

ii. improving access to essential public services such as healthcare and education, supporting social inclusion by connecting isolated communities

iii. strengthening disaster management and emergency response capabilities.
