
Dr. Kauzya John-Mary
Dr. John-Mary Kauzya, Professor Extraordinary at the School of Public Leadership, Stellenbosch University since January 2022, is a decorated, and cerebrated Ugandan professional expert in public governance and public administration, who in 2022 retired from the United Nations after 22 years as Chief of Public Service Innovation Branch advising Governments on governance, Public Administration and Management and championing capacity development for innovation and transformational leadership and human resource management in public sector institutions.
... He holds a PhD in Law (Doctorat en Droit) from the University of Paris 1 Pantheon Sorbonne specialising in public administration and management. In 2014 the International Association of Schools and Institutes of Administration (IASIA) awarded Dr. Kauzya the O.P DWIVEDI AWARD for Outstanding Contribution to Public Administration and Public Policy in the World. In 2021 The International Institute of Administrative Sciences (IIAS) bestowed on Dr Kauzya the Braibant Lecture Award for his contribution to the advancement of the public governance discipline. And in December 2022 the African Association for Public Administration and Management (AAPAM) awarded him a Gold Medal marking his exceptional achievement that has made “significant contribution to the advancement of excellence in public administration and management in Africaâ€. He is currently engaged in lecturing on the Executive Masters Course for Municipal Managers in Africa at the Al Alkhawyn University in Morocco lecturing on transformational leadership, innovation and promotion of professionalism in the public service in Africa’s local governments. He is engaged in supervising PhD research and marking Doctoral theses at the School of Public Leadership, Stellenbosch University and the Uganda Management Institute. He is a member of the International Committee of Accreditation of Public Administration Training Programs (ICAPA). He is a member of the Global Taskforce for Standards of Excellence in public administration education and training and is working with the African Association for Public Administration and Management in promoting innovation in public sector institutions in Africa through the Innovative Management Awards. In his earlier days of Public Service he lectured at Makerere University and served as Deputy Director of the Uganda Management from where he left to join the International Civil Service at Director level at UN Headquarters in New York. Dr. Kauzya has provided expert services as an International Consultant and Adviser to Governments in various fields of governance, Public Administration and Management including public administration and management training and consultancy, Governance systems design and strategic planning as well as high-level public-sector leadership capacity development. He has advised governments of Uganda, Rwanda, Ethiopia, Mozambique, Angola, Benin, Cote d’Ivoire, Somalia, South Africa, Tanzania, Namibia, Liberia, Kenya, the Comoros, Kosovo, Togo, Guinee Conakry, Niger and Brazil on governance, public administration and management including: public Service reform, local governance, decentralisation and management of local governments, capacity development for conflict management, parliamentary restructuring, strategic development planning, public policy design, programming and evaluation, leadership capacity development, strengthening institutes and schools of public administration, public sector institutional transformation, innovation in public service delivery and public sector human resource management. Since the launching of the implementation of the 2030 Agenda for Sustainable Development and the 2063 Africa strategy, Dr. Kauzya has focused his work on developing capacities for transformational leadership and innovation in public sector institutions. He has made more than thirty publications in various aspects of public governance, Public management, Public administration, transformational leadership and innovation in Pubic sector institutions as well as public sector human resource management. .
